External Users - Environment, Health, Safety and Security Training Program

As part of ELI-NP EHSS (Environment, Health, Safety and Security) Policy, it is expected from all workers (including Users) to be aware of all hazards and risks pertaining to workplaces, to acquire a good understanding of the associated mitigating measures implemented to prevent any incidents or accidents and to act accordingly to the emergency response plans in case of an event. To this end, adequate trainings and education are provided to all individuals involved in ELI-NP activities, that are refreshed on a regular basis to keep up-to-date skills and knowledge on the long term.

In order to perform experiments at ELI-NP, it is expected that all Users take part in the EHSS training program. It covers all safety and security issues that are relevant for the Users, including occupational health and safety (laser, chemical, gas, and biosafety), fire safety, security (physical protection and cybersecurity), radiation protection, and environmental protection. It aims at providing to the Users both general information regarding risk management and very specific information regarding how ELI-NP is concretely managing risks. 

The risk management strategy implemented at ELI-NP is based on protective measures with different objectives:

      • One part of these measures aims at eliminating hazards or risk;
      • Another part aims at lowering risk to an acceptable level using different approaches, either by changing its likelihood and/or by lowering its consequences.
Such protective measures are called “mitigation measures” and fall into different categories:

      • Administrative controls:
          • Organizational: operating and maintenance procedures, EHSS instructions, interface management, access rules, etc.
          • Human: trainings, awareness of hazards and risks, knowledge and understanding of rules and procedures, monitoring of activities, etc.
      • Engineering controls (or technical dispositions): specific devices or equipment to prevent or reduce the occurrence of risk (such as collective protective equipment, shielding, enclosures, detectors and alarms, signals/pictograms/labels, interlock system, etc.).
      • Personal protective equipment (PPE): PPE are the last resort to protect against risks, but contribute significantly to the risk management strategy implemented at ELI-NP. It is therefore expected from all workers to wear their PPE when it is required.

At the end of the training, Users should have a good knowledge of the hazards and risks pertaining to the relevant workplaces for their activities at ELI-NP and a good understanding of the associated protective measures implemented.

To this end, the program is divided in two phases (to access the training courses, please find on the right part of this page a block with links): 

      • First, Users have to go through three generic modules on Radiation Protection, Laser Safety and Occupational, Health and Safety. These modules are produced at ELI-ERIC level and are common to all ELI infrastructures. The objective of these modules is to give a general overview of protective measures that can be encountered at ELI-NP and which comply with international standards and best practices.
            • For each module, it is expected that the Users’ answer to a quiz. To access ELI-NP, a score of 100 % of correct answers for each module is expected. 
      • Once this first phase is successfully completed, Users are granted access to the second phase. It consists of site-specific training modules, which provide more concrete information about the risk management strategy at ELI-NP level.
            • Users have to answer to quiz (with the same expectation regarding the score). 
            • The number and nature of these modules depend on the experiment and the needs for specific training identified at ELI-NP level.

When the on-line training is finished, Users are welcomed to answer a short survey questionnaire to share their feedback.

It is expected that Users successfully complete all the training program not later than one week prior their arrival date at ELI-NP.

To enable Users to track their progress during their training on the ELI-NP's Moodle platform, it is recommended to use the Dashboard (an individual page) accessible through the navigation panel.
